    Joseph McClean, a 29-year-old police officer assigned to Staten Island’s 121st Precinct, allegedly struck and killed William Hemphill, 51, while driving eastbound on Richmond Terrace at about 6:20 a.m., police said.Mr. Hemphill was taken by ambulance to Richmond University Medical Center where he died.


    In the complaint, the arresting officer says Mr. McClean appeared drunk and had “an odor of alcohol, a flushed face, watery eyes and slurred speech. “ His blood alcohol level was found to be .073, according to the complaint. He was charged with vehicular manslaughter and driving while intoxicated.
